Dubai Marriage for Non-Muslim Expats: Documents and Process Explained

Non-Muslim expatriates living in Dubai can legally marry in the UAE through several recognised channels, depending on their circumstances, nationality and preferred form of marriage.

Civil marriage before the competent court is one option available under the UAE’s Personal Status Law for Non-Muslims. Eligible couples may also be able to marry through approved religious institutions or, where available, their embassy or consulate.

Who can apply for civil marriage in Dubai?

The UAE’s Federal Decree-Law No. 41 of 2022 on Civil Personal Status provides a legal framework for non-Muslim residents seeking to marry in the country.

Under the law, the provisions generally apply to non-Muslim citizens and foreign residents in matters including marriage, divorce, wills and proof of parentage, subject to the exceptions and conditions set out in the legislation.

For a civil marriage, both partners must meet the applicable legal requirements. Among the conditions is a minimum age of 21 years for both the bride and groom.

Both individuals must also give their consent to the marriage before the competent certification judge and complete the required disclosure documentation.

What is the civil marriage process?

Couples seeking a civil marriage can submit an application using the form prescribed by the competent court.

The marriage contract is completed before the certification judge after the required conditions and procedures have been satisfied.

The couple may also agree on certain terms governing their rights during the marriage and after divorce, where permitted under the applicable law.

The marriage documentation must disclose information about previous marriages and divorces, where applicable. The required declarations regarding existing marriages must also be made as part of the process.

Both partners must provide clear consent to the marriage, either verbally or in writing.

Once the court verifies that all legal requirements have been met, the certification judge can ratify the marriage contract and record it in the official register.

Can expats marry through a church, temple or gurdwara?

Non-Muslim couples may also explore marriage through religious institutions in Dubai, depending on their faith and the institution’s legal authorisation.

Approved religious centres may include churches, Hindu temples and Sikh gurdwaras operating under the relevant UAE and Dubai regulations.

Couples should check directly with their chosen religious institution regarding eligibility, documentation, ceremonies and registration requirements.

Can an embassy conduct the marriage?

Nationality can also affect the available options.

Some foreign embassies and consulates in the UAE may provide marriage-related services for their citizens. Expats can therefore contact their respective embassy or consulate to determine whether it is authorised to conduct or register marriages for citizens living in the UAE.

Requirements and procedures can differ from one country to another, so couples should confirm the details before making arrangements.

What documents are required?

The exact paperwork can vary depending on whether the couple chooses a civil court marriage, religious ceremony or an embassy service.

Applicants should generally be prepared to provide identification and documents establishing their personal status. Information concerning previous marriages, divorces and existing marital relationships may also need to be disclosed.

Because requirements can change according to nationality and the route selected, couples should obtain the latest document checklist directly from the relevant UAE authority, religious institution or embassy before submitting an application.

Although the UAE provides a framework for non-Muslim civil marriages, individual circumstances can affect the applicable procedure.

The rules can also differ when a couple chooses to marry through an embassy or religious institution rather than through the civil court system.
