6 Major UAE Visa Rule Changes in 2026 Visitors and Residents Should Know

The UAE has introduced several important changes to its visa and residency framework in 2026, affecting tourists, property investors, medical travellers and visitors dealing with exceptional circumstances.

The changes include expanded eligibility for visa-on-arrival facilities, faster processing for Dubai tourist visas, revised conditions for property-linked residency and plans for a new smart medical visa.

Authorities have also introduced temporary measures related to overstay fines and suspended new visa issuance for nationals of three countries as part of public-health precautions.

Here is a closer look at the six major UAE visa developments introduced so far in 2026.

1. UAE expands visa-on-arrival eligibility

The Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) has expanded eligibility for UAE entry visas covering 14-day and 60-day categories.

The revised rules extend eligibility beyond qualifying Indian nationals to citizens of six additional countries: Indonesia, Vietnam, Thailand, the Philippines, Kenya and South Africa.

The UAE has also broadened the list of countries whose residents may qualify.

Previously, eligible applicants could hold valid residence permits in the United States, United Kingdom or European Union member states. The updated framework also recognises qualifying residency in Singapore, Japan, South Korea, Australia, New Zealand and Canada.

The changes are expected to make travel to the Emirates more accessible for a wider group of international visitors who meet the relevant conditions.

2. Dubai tourist visas can be approved within 48 hours

Dubai has also introduced faster processing for single-entry tourist visas.

Tourists applying through authorised tourism offices can now have their applications approved within 48 hours, according to the General Directorate of Identity and Foreigners Affairs – Dubai (GDRFA).

The tourist visas covered by the update are valid for periods ranging from 30 to 60 days.

The faster processing timeline could make Dubai more convenient for travellers planning trips on relatively short notice.

3. Property investors face revised two-year residency rules

Dubai has changed conditions linked to its two-year property investor residency permit.

One of the most significant changes is the removal of the previous Dh750,000 minimum property value requirement for individual investors.

However, applicants must meet ownership conditions.

An individual applicant must be the sole owner of the property to qualify under the revised rule.

For jointly owned properties, each investor must hold a share valued at at least Dh400,000 to be eligible for the residency permit. This requirement applies even where ownership is divided equally among multiple investors.

The revision provides a different route for qualifying property owners seeking residency in Dubai.

4. Temporary exemption from overstay fines

The UAE also introduced a temporary measure for certain visitors who had been exempted from overstay fines because of regional airspace closures and flight disruptions.

The ICP granted eligible visitors a 30-day grace period to regularise their status or leave the country.

According to the source, the exceptional circumstances had ended and eligible individuals were required to correct their visa status or depart the UAE before July 9, 2026.

The measure was designed to address the circumstances of visitors whose travel plans had been affected by disruptions beyond their control.

5. Dubai plans a smart medical visa

Dubai is also moving towards a more integrated visa system for international patients.

The emirate announced plans to develop a smart medical visa following a new agreement between the General Directorate of Identity and Foreigners Affairs – Dubai and the Dubai Health Authority.

The initiative aims to make the process smoother for overseas patients travelling to Dubai for medical treatment.

Under the planned system, visa, residency and healthcare services would be connected across the patient’s journey — from preparations before arrival through treatment and follow-up care.

The initiative is part of efforts to make Dubai’s medical tourism services more seamless and digitally integrated.

6. New visa issuance suspended for three Ebola-affected countries

The UAE announced a temporary suspension of new visa issuance for nationals of three countries as a precaution against the spread of Ebola.

The countries affected are:

  • Democratic Republic of the Congo
  • Uganda
  • South Sudan

The National Emergency Crisis and Disasters Management Authority (NCEMA) and the ICP announced the measures as part of wider efforts to strengthen national preparedness in response to developments involving the Ebola virus.

The suspension took effect on June 6, 2026, with the possibility of an extension depending on the health situation.

What the UAE visa changes mean

Taken together, the 2026 updates show changes in several different areas of the UAE’s immigration system.

For tourists, expanded visa-on-arrival eligibility and faster Dubai tourist visa processing could simplify travel arrangements.

For property investors, the revised residency conditions change how ownership and property value are assessed when applying for a two-year permit.

International patients could eventually benefit from a more integrated medical visa process, while temporary measures such as the overstay grace period addressed exceptional travel disruptions.

At the same time, the temporary suspension affecting three Ebola-hit countries demonstrates how visa policy can also be used as a public-health precaution.

UAE visa rules continue to evolve

The UAE’s visa framework continues to change as authorities respond to tourism demand, investment activity, healthcare requirements, travel disruptions and public-health concerns.

Visitors, residents and investors should check the latest requirements with the relevant UAE authorities before making travel or residency decisions, as eligibility conditions and temporary measures can change.

For anyone planning a visit, applying for residency or investing in UAE property, understanding the specific visa category and its current requirements remains essential.
