Dubai Shared Housing Law: Permits, Standards and Fines Explained

Dubai has introduced a comprehensive legal framework to regulate shared housing across the emirate, establishing strict rules for permits, occupancy limits, safety standards and rental practices.

Issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, Law No. (4) of 2026 aims to improve living conditions, protect tenants and landlords, and eliminate overcrowding and illegal shared accommodation.

The legislation also strengthens oversight of the shared housing sector while supporting the long-term stability of Dubai’s real estate market.

Permit Requirements for Shared Housing

Under the new law, no individual or business is permitted to operate a shared housing unit without obtaining an official permit.

Permits will be issued and renewed by Dubai Municipality in coordination with the Dubai Land Department (DLD) and other relevant authorities.

To qualify, properties must comply with technical regulations covering:

  • Maximum occupancy limits
  • Minimum space allocated per resident
  • Shared facilities and amenities
  • Structural and building standards

Standard permits remain valid for one year and are renewable for the same period. Property owners may also apply for a two-year permit, while renewal applications must be submitted at least 30 days before expiry.

Who Can Lease Shared Housing?

The law limits leasing activities to authorised parties only.

Shared housing units may be leased by:

  • The property owner
  • A licensed establishment managing the property on the owner’s behalf
  • A licensed operator leasing the property from the owner before subleasing it to tenants

Tenants are prohibited from subleasing any part of the accommodation to other occupants.

Mandatory Safety and Living Standards

Every shared housing unit must meet strict health and safety requirements, including compliance with:

  • Fire safety regulations
  • Electrical standards
  • Building maintenance requirements
  • Public health and sanitation rules
  • Security measures

The legislation also outlines the responsibilities of landlords and tenants, including regulations governing the advertising and promotion of shared housing properties.

Fines Can Reach Dh1 Million

Violations of the new law carry significant financial penalties.

Authorities may impose fines ranging from Dh500 to Dh500,000, depending on the severity of the offence.

Repeat violations committed within one year can result in fines being doubled, with total penalties reaching as much as Dh1 million.

Additional Penalties

Beyond monetary fines, authorities have the power to enforce additional administrative measures, including:

  • Suspension of business activities for up to six months
  • Cancellation of shared housing permits
  • Revocation of commercial licences
  • Temporary disconnection of public utility services
  • Eviction orders for non-compliant shared housing units

Any disputes arising under the law will be handled exclusively by the Dubai Rental Disputes Center.

One-Year Compliance Period

Owners and businesses already operating shared housing before the law takes effect have one year to comply with the new regulations.

Dubai Municipality may grant a one-time extension where justified.

The legislation officially comes into force 180 days after its publication in the Official Gazette, with any conflicting legal provisions automatically superseded.

Who Is Covered by the Law?

The law applies to:

  • Shared housing units in Dubai’s private development areas
  • Free zones (where applicable)
  • Property owners offering shared accommodation
  • Licensed operators managing or leasing shared housing
  • Tenants residing in approved shared housing units

Collective labour accommodation is excluded from the legislation.

Dubai Municipality and DLD Responsibilities

Dubai Municipality will oversee the management of shared housing throughout the emirate, including determining where shared accommodation is permitted based on urban planning, infrastructure, population density and neighbourhood characteristics.

The Municipality will also operate a unified digital platform for permit applications, inspections and data management.

Meanwhile, the Dubai Land Department will maintain the electronic shared housing registry, regulate lease and management contract requirements, and introduce a dedicated rental index for shared housing based on property characteristics.

Key Objectives of the New Law

The legislation is designed to:

  • Regulate shared housing management across Dubai.
  • Improve housing quality and resident safety.
  • Reduce overcrowding in residential communities.
  • Prevent illegal property use and building violations.
  • Protect the rights of both landlords and tenants.
  • Promote transparency and stability in Dubai’s property market.

The new legal framework represents one of Dubai’s most significant regulatory reforms for the shared housing sector, providing clearer standards for property owners, operators and residents while reinforcing the emirate’s commitment to safe, well-managed residential communities.
