Dubai Customs Raises Duty-Free Import Limit to Dh1,000 to Boost E-Commerce

Dubai Customs has introduced major changes to its cross-border e-commerce regulations by increasing the duty-free import threshold to Dh1,000. The updated rules, which came into effect on August 3, 2026, are designed to reduce business costs, improve trade efficiency, and strengthen Dubai’s position as a leading global e-commerce hub.

Duty-Free Limit Increased to Dh1,000

Under the revised regulations, imported goods and products valued at Dh1,000 or less will now be exempt from customs duties. The move is expected to benefit online retailers, logistics companies, and consumers by lowering import costs and simplifying cross-border transactions.

However, the exemption does not apply to certain restricted products, including:

  • Tobacco and tobacco products
  • Electronic smoking devices and accessories
  • Nicotine-containing liquids
  • Alcoholic beverages
  • Food products containing alcohol

These items will continue to be subject to existing customs regulations and duties.

Longer Duty-Free Return Period

Dubai Customs has also expanded the timeframe for duty-exempt returns. Businesses operating under the business-to-consumer (B2C) model can now return goods within 60 days of their export date without paying customs duty again, provided they can prove that the original customs duty had already been paid.

The previous policy offered a shorter return period, making the revised rule particularly beneficial for online retailers managing product returns.

Administrative Changes

The updated notice also clarifies the responsibilities of different departments within Dubai Customs.

The Client Happiness Management department will oversee company registrations, customer system updates, and platform enrolment, while the Legal Affairs department will handle disputes related to the implementation of the new regulations.

Supporting the UAE’s Growing E-Commerce Market

The policy changes come as the UAE’s e-commerce sector continues to demonstrate resilience despite a slowdown across the wider Gulf region. During the first half of 2026, the UAE’s e-commerce market recorded year-on-year growth, outperforming the broader GCC market.

Industry forecasts also suggest continued expansion of the UAE retail sector over the coming years, with online commerce expected to account for an increasing share of retail activity.

Benefits for Businesses

The revised customs rules are expected to deliver several advantages:

  • Lower import costs for eligible shipments
  • Faster and simpler customs clearance
  • Reduced expenses for returned goods
  • Improved competitiveness for online retailers
  • Greater support for cross-border e-commerce growth

Conclusion

By increasing the duty-free threshold to Dh1,000 and extending the duty-free return period to 60 days, Dubai Customs has taken another significant step toward enhancing the UAE’s digital commerce ecosystem. The new measures are expected to make cross-border trade more efficient, reduce operational costs for businesses, and reinforce Dubai’s reputation as a regional leader in e-commerce and international trade.
